Spain's annual energy-savings obligation runs to 2030 under the EU Energy Efficiency Directive. The 2026 national target is 9,325 GWh, of which up to 92% may be met with Energy Savings Certificates. The penalty for a shortfall is set at EUR 198 per MWh; certificates trade below it. That gap is why the demand is structural, not discretionary.
Certificates are issued against a catalogue of standardised measures, verified by an ENAC-accredited verifier, with the file presented to the relevant regional authority.

The host site keeps a share of every euro saved and never touches the certificate process. Qualifying measures include pumps and motors, lighting and controls, and heat recovery.
